Mathematics as the basis of the science of all sciences is a crucial value in every day of human life; School Institutions as a target of education and education activities are required to realize quality education on the basis of support for Teacher Quality, Culture of Defense, Infrastructure and Mathematical Learning as a basis for improving Human Resource Competencies in the future. This study is intended to obtain a basic picture of the individual behavior of teachers as learners to build a learning culture supported by infrastructure in developing the competence value of mathematics learning. Through the application of qualitative approach methods on the basis of research determined through the steps of Observation, Interview and Documentation related to the focus of research concerning: 1) Objectives and programs to improve quality Learning mathematics in high school ?; 2) Implemnetation of Quality Improvement Objectives and Programs for Mathematical Investigation in High School ?; 3) Problems in implementing quality improvement programs for mathematics learning in high schools; 4) Stating the quality of mathematics learning in high school; the results of the study show that the basic competency of developing learning has been extended by a system of fundamental mechanisms. Mathematical literacy becomes the concept of competence development to support the student's commitment in the scope of personality, social, academic and skills and their application. The results of these observations were developed in an interview stating that the need to establish program objectives in a rigorous manner followed the definition of 21st century competence. The discussion showed that qualified individual teachers became the foundation for improving the quality of learning that built culture and supported the use of supporting infrastructure so as to build an improved mathematical learning process. . Conclusions show that the concept of learning is fundamentally developed to build the skills, intelligence and skills of each student in implementing the value of learning mathematics in everyday life in the community as a culture of lifelong pursuit
